DIRECTIONS TO THE OCCOQUAN (SANDY RUN) SITE.

From I95

Take exit 163 (Lorton Road, Route 642) west. After about 1.6 miles (at the top of a hill), bear right on Furnace Road and follow it until it meets Route 123 (Ox Road). Turn right on Ox Road and travel 1.2 miles to Hampton Road where you will turn left. Go about 1/2 mile on Hampton road and turn left on Van Thompson Road (you will see power lines overhead, just in front of you). After about 1/4 mile Van Thompson bears sharply to the left at a well weathered barn and continues down a hill to the entrance to Sandy Run Park. Once there parking officials will direct you to a parking spot.

Substituting - Please note that to be considered a club entry and be eligible for the club events as well as the points trophy, everyone but be a member of your club including coxswains.

You must use the same coxswain in both your heat and final.

Cox Boxes - If you have not done so, it is strongly recommended that you ship your cox box to your hotel. The security is very, very tight in the surrounding airports and coxswains may be held up in security if they choose to bring their cox boxes with them on the plane.

Traffic - Please note that you should get an early start on race days to avoid being stuck in traffic. One area especially noted was driving from the Crystal Gateway Marriott.

Several of you are listed in more than six events. Please note that you are only allowed six events including mixed races. Please adjust your line-ups.

50% substitution comes into play once the lane draws are complete. We will be trying to enforce this rule. Please comply.

USRowing Masters Nationals

Thank you for Participating at this year’s USRowing Masters National Championship Regatta, August 15-18, 2002. We look forward to hosting a great event.  Please find attached the schedule of racing. This schedule is tentative and subject to change. As scratches occur, we will try and condense the heat schedule to make it a little more manageable. Listed below is the general regatta information. IMPORTANT INFORMATION FOR 2002

1. Park Fee – There will be a $5.00 fee charged to each individual for the four-day event. This will allow free access to parking, the water shuttle to the finish line and the use of the park. We will collect this fee as you register. All competitors must pay this fee. It is a one-time fee and is good for all four days of racing plus the practice day.

2. NO DOGS ALLOWED on park property. Sorry.

3. If you are bringing a trailer or car topping a boat, please contact Lee West. She is trying to get an accurate accounting to make it as smooth as possible for you to drop off your boats and trailers. She can be reached at 703-590-2504 or leewest53@aol.com.

Schedule Information
·	You can find the list of entries of www.usrowing.org. Click on the event logo on the right side of the page and follow the prompts. Please confirm that all of your entries are submitted correctly. 
·	Lane draws will be available on the www.usrowing.org on Sunday, August 11, 2002. We will have updated copies on site when you register. 
·	Entries will continue to be accepted until Wednesday evening, August 14, 2002, provided there is room in the schedule. After that time, we will no longer accept entries. There is a late fee assessed for all entries. SCRATCH FEES BEGIN ON AUGUST 15th.
·	We need all line-ups ASAP. We will not guarantee your entry space if we do not receive your line-up. You may substitute up to 50% of your line-up excluding coxswains. 
·	All entries must be submitted in writing to jody@usrowing.org or to 317-237-5646 (fax). After the 12th, please submit line-up changes, scratches and additions on-site. I will not have access to the email or fax at the office.

Coaches and Coxswain Meeting
·	There is a mandatory coaches and coxswains meeting on Wednesday, August 14th at 6:30 p.m. It will be located in the athlete’s area. Please have at least one representative on-site to attend the meeting. You will be held responsible for the information presented.

Registration
·	All athletes must me individual members of USRowing. In addition, your club must also be an organizational member of USRowing. You may handle both membership issues by calling our membership service department at 1-800-314-4769. If calling USRowing, you must do so by August 9th, 2002. You may also sign-up on-site but be aware that this does cause a delay. 
·	Registration will take place the following times. 
-	Wednesday:	10:00 a.m. – 7:00 p.m.
-	Thursday:	6:30 a.m. – 6:30 p.m.
-	Friday:		6:30 a.m. – 6:30 p.m.
-	Saturday:	6:30 a.m. – 5:00 p.m.
-	Sunday:	6:30  a.m. – 9:00 a.m.

·	Registration will take place in the boathouse.

Rules of Rowing
·	We will be following the USRowing rules of rowing including the advertising rule 3-203. If you have questions or concerns, please contact me at jody@usrowing.org.

SHELL ADVERTISING RULE ADMINISTRATION

Rule 3-203 Manufacturer and Sponsor Advertisement will be enforced at the 2002 USRowing National Championship Regatta.  The rule states:

·	Boat Manufacturer:  The manufacturer’s advertisement may also appear on the outside of the boat once on each side in the area of the boat occupied by rowers or coxswain, provided the maximum area of that advertisement does not exceed 50 square centimeters.

·	Boat Sponsor:  The sponsor’s advertisement may appear on the side of the boat (including the gunwale and washboard) as follows:

1x, 2x, 2-, 2	Once on each side
4x, 4-, 4+	2 times each side maximum
8+, 8x	4 times each side maximum

All sponsor’s advertisements that appear on the outside of the boat pursuant to this subsection must be identical with each other, except that boats designed for four or more rowers may have no more than two different identifications, which may be for different sponsors.  Each advertisement shall have a maximum area of 800 square centimeters.

Rule Administration:  If there is no sponsor, a boat manufacturer may be considered a sponsor and occupy up to 800 square centimeters allocated for a sponsor.  If there is a sponsor on the boat, a boat manufacturer may still be considered as a sponsor if the number of sponsors is not exceeded for that boat classification.

Measurement:  The area included in the size restrictions identified in this rule (3-203) is calculated by drawing vertical and horizontal lines at right angles to each other extended from the most extreme points of the name or trademark.  If the advertisement appears on a background color that is different from that of the surface that it covers, that background color is also counted when determining the size of the advertisement.

Non-compliance Remedy:  If any advertisement exceeds what is allowed, either as a boat manufacturer (50 square centimeters) or as a sponsor (800 square centimeters), the following procedure should be used.  Please remember the boat manufacturer space, 50 square centimeters, cannot be combined with the sponsor space, 800 square centimeters, to create a 850 square centimeter advertisement.

·	All boats will be checked for boat manufacturer and sponsor advertisement compliance at the Control Commission as they are preparing to launch, or earlier if possible.
·	Those boats found to be in non-compliance will have electrical tape put through the non-complying boat manufacturer or sponsor advertisement by the Control Commission.
·	The boat will then be allowed to launch and participate.  The tape must remain on the boat until the regatta is complete, or the advertising is brought into compliance.

·	The scale will be available starting Wednesday, August 14, 2002. It will be in the athlete’s area.

·	Weigh-ins: Lightweight men shall weigh no more than 160 lbs. There is no crew average for men (new for 2002). Lightweight women shall weigh no more than 130 lbs. There is no crew average for women. Lightweight weigh-in will occur once a day, no more than two hours and no less than one hour before the competitor’s first lightweight race.

·	Coxswains may be of either sex and of any age. Coxswains for men’s crews as well as mixed events shall weigh at least 120 lbs. Coxswains for women’s crews shall weigh at least 110 lbs. Coxswains weighing less than the required amounts shall be assigned the additional weight necessary to achieve the minimum weight. This weight should be carried in all appropriate events coxed by the individual as close to the torso as possible. Weigh-ins occur once for the entire event at least one hour prior to the first coxed race. Please let the weigh-in officials know all events in which you are coxing.

·	Equipment Issues: During all race days, no shell may launch without a bow ball and no shell may race without its appropriate lane number affixed to its bow. Bow markers will be provided. A boat in which the body of the coxswain is enclosed or partially enclosed within the hull of the boat shall conform to the following requirements:

a) The opening through which the coxswain enters and exits shall be at least 2.30 ft.(70 cm) long when measured along the longitudinal axis of the boat. For a length of a least 1.64 ft.(50 cm.), the opening shall be as wide as the inner hull of the boat itself.
b) The inner surface within which the coxswain’s body rests shall be smooth and free of any obstacles, devices, or other structures that would hinder quick exit. Where the feet of the competitor are held in place by footgear affixed to the structure of the boat, the design of such footgear shall provide for the quick release of the feet in case of emergency without the use of hands. Any pull string connected to the heel of such footgear shall not allow the heel to raise more than three inches (7.5 cm) above the footboard to which it is anchored.

BOW NUMBERS WILL BE PROVIDED AT THE CONTROL COMMISSION AREA PRIOR TO LAUNCHING.

Masters  - You may now win a medal at the Nationals in a senior or elite event and still compete at the Masters Nationals. This is a new rule that went into effect June 5, 2002. It is not reflected in the 2002 rules of rowing. If you have any questions, please contact Jody Pope.

Practice Times – There will be no practice time during the lunch break.

Wednesday, August 14, 2002 – 8:00 a.m. – 7:30 p.m. You must be off the water by 7:30 p.m. NO execeptions.

Thursday – Sunday: You may practice prior to racing. But you must be off the water ½ hour prior to the beginning of racing. During the morning hours please practice off of the course. You may also practice 10 minutes after the last race is complete. Please be off the water by 7:30 p.m.

·	Awards Ceremony
We will award the medals at specified times on the day of the event. Please check the boards to find out when your event will receive it medals. The presentation will take place off the water, near the finish line.
